Does anyone know the reasoning why you dont have to check one West of I35, but do if its East of I35??? How can they get an accurrate harvest count?

It's all about the Eastern Gobbler.
They want to know the ratio of eastern to rio's east of I-35.
So, I have been told by one of biologist @ Love Valley W.M.A.
